Minnesota E-Bike Rebate Overview

Eligibility and Rebate Details 

Minnesota taxpayers residing in the state who are over 15 and not dependents are eligible for this e-bike rebate. The rebate is worth 50-75% of the cost of an e-bike and qualifying accessories, up to a maximum of $1,500. The program will favor individuals with an annual income of $25,000 or less, or $50,000 for married couples filing jointly. 

The amount of the rebate depends on your adjusted gross income. Let’s take a look at a few examples:

  • If your individual income is $24,000, you’ll receive a rebate for 75% of the value of the bike up to $1,500. If the bike you want to purchase is $2,000, you would receive a rebate of $1,500, requiring you to pay $500 out of pocket for your new e-bike.
  • If your individual income is $125,000, you’ll receive a rebate for 50% of the value of the bike up to $1,500. If the bike you want to purchase is $2,000, you would receive a rebate of $1,000, requiring you to pay $1,000 out of pocket.
  • What if the bike is more expensive? The same income brackets and rebate percentages apply. If your individual income is $24,000, you’ll still receive a rebate for 75% of the value of the bike up to $1,500. If the bike you want to purchase is $4,000, you would receive a rebate of $1,500, requiring you to pay $2,500 out of pocket for your new e-bike.
  • If your individual income is $125,000, again you’ll receive a rebate for 50% of the value of the bike up to $1,500. So if the bike you want to purchase is $4,000, you would receive a rebate of $1,500, requiring you to pay $2,500 out of pocket.

To be eligible for rebates, e-bikes must be new and meet the legal definition of an electric-assisted bicycle under this statute. E-bike requirements under this statute include the following:

  • Has two or three wheels
  • Has a seat and pedals the rider can use with or without electric power
  • Has an electric motor that does not produce more than 750 watts of power
  • Has a battery or electric drive system that’s been approved by an independent safety lab

Qualifying accessories include helmets, lights, locks, luggage racks, baskets, bags/backpacks, fenders, and reflective clothing. Learn more about which e-bikes and accessories qualify.

Applying for the E-Bike Rebate in Minnesota 

After some technical delays, the application process for the 2024 e-bike rebate is set to reopen on Tuesday, July 2 at 11 a.m.*, at which point individuals can apply through the program’s online rebate portal. Click here to join the Department of Revenue’s email list and receive the application link. Due to high demand for rebates, applicants may need wait in a virtual waiting room before accessing the application, which will allow the system to control the surge of users. (Sort of like the process to buy tickets for high-demand concerts or sporting events.)

Individuals will gain access to the rebate application in the order they enter the waiting room. Once in the application, they will have 15 minutes to complete and submit it. The Department of Revenue expects the application window to be brief, as only around 10,000 submissions will be accepted. Once this limit is reached, the rebate application will close, and anyone still in the waiting room will be notified that they cannot apply this year.

Applicants will need to provide the following information when applying for the e-bike rebate:

  • Name and contact info
  • Date of birth
  • Social Security number or Individual Taxpayer Identification Number (ITIN)
  • Tax filing status in the previous calendar year
  • Adjusted gross income in the previous calendar year (from line 1 of Minnesota Form M1 or line 11 of Federal Form 1040)

For applicants who are approved, rebate certificates will be issued by July 10.* If approved, individuals receive the rebate certificate by email. They will then have two months to go to an eligible retailer (like ERIK’S!) and purchase a discounted e-bike and accessories. The rebate certificate must be presented at the time of purchase.

Applicants may also be asked to provide more information; waitlisted, in which case applicants may be considered if more rebates become available; or denied, though such applicants can reapply when the program resumes in 2025.

Program Duration and Availability 

This initiative for sustainable transportation in Minnesota will last until June 30, 2026. Individuals must apply to the Minnesota Department of Revenue to take part in the program. Total rebates are limited to $2 million per year in 2024 and 2025.

Certificates are issued on a first-come, first-served basis. The Department of Revenue estimates about 1,300 vouchers for the maximum rebate amount could be issued in 2024. Minnesotans purchased an estimated 20,000 e-bikes in 2023. In other words, availability is limited, so act fast!

Can I purchase an e-bike from an online retailer?

Yes, you can use your rebate certificate at an online retailer if they are approved for this program.

Can I apply the rebate to an e-bike purchased before I received a rebate certificate?

No. The e-bike rebate certificate can only be applied at the time of purchase.

Will I receive Form 1099-MISC?

Yes, individuals who use the rebate on qualifying purchases will receive Form 1099-MISC for the value of their rebate. Use this form when filing your income tax return for tax year 2024.
